A workable procurement model is cross-functional and data-based

The most resilient procurement strategies treat fortification as a controlled system rather than a commodity purchase. That means converting regulations into internal purchase specifications, validating those specs through pilot trials, and then monitoring supplier performance through assay data, complaint rates, and on-time delivery. A useful scorecard might weight compliance reliability, homogeneity performance, documentation quality, technical support, and commercial terms rather than allocating 100% of decision weight to price.
